This tender notice applies to the tender for consultancy services regarding Albertslund Municipality's conversion to low-temperature district heating. Albertslund Municipality is in the process of converting its property portfolio to low-temperature district heating. This requires adaptations of the municipal buildings to ensure compatibility with lower supply temperatures. With this tender, the client wishes to enter into framework agreements and subsequent specific consultancy contracts with a consultant (total consultant), who will be responsible for the detailed planning, design, tendering and implementation of the necessary measures on the properties. Albertslund Municipality has had analyses and estimates of the necessary measures prepared and plans to initiate various construction works and adaptations of the municipal properties in accordance with the contract budgets below. The tender for the framework agreement is carried out as a tender with negotiation in accordance with sections 61-66 of the Public Procurement Act. The contracting authority reserves the right to award the task on the basis of the initial offer. The framework agreement is tendered as several parallel framework agreements. The award of a specific task (a consultancy contract) under the Framework Agreement is primarily by direct award according to a cascade model or secondarily after renewed competition in mini-tenders between the participants in the Framework Agreement. The Framework Agreement is not exclusive, and the Client is thus not obliged to purchase services under the Framework Agreement, but may use other consultants during the term of the Framework Agreement.

BAT (Bornholms Amts Trafikselskab) is in the process of replacing the current fossil-fueled buses with electric buses, some of which have already been purchased. It is expected that BAT will have 20 electric buses in operation in March 2026. BAT and Bornholms Regional Municipality (hereinafter “BRK”) therefore want to establish a charging facility with 20 charging points for the electric buses. The actual purchase of the electric buses is not part of this tender. This tender concerns the delivery, installation and commissioning of charging points for charging the electric buses, as well as the delivery and installation of lighting and the setup and installation of camera surveillance. In addition, the tender concerns all necessary electrical work between transformer stations and the Charging Points, as well as the planning and execution of all excavation work necessary for the Charging Facility, including the establishment of ditches between the bus charging points and pavements at the Charging Facility. Finally, the tender also concerns the operation and maintenance of the Charging Points and the software solution for a 4-year period after delivery of the facility, with the possibility of an extension of two (2) times one (1) year. The charging facility will be located on a plot of land at Industrivej 10, 3700 Rønne. The area has been prepared for the charging facility shortly before the tender, which is why existing orthophotos will not be accurate in relation to the conditions that the Supplier will encounter at the start of the project. The plot, which is currently used by BAT as a bus terminal, will continue to function as a bus terminal during the construction period, and the central bus stop, which can be seen on the orthophotos, will only be removed when the Charging Facility is completed. The driving area is gravelled, and this must continue to be the case in the finished Charging Facility. In the tender material, both the terms “Supplier” and “Contractor” are used. These terms are synonyms in this material, and designate the winning bidder with whom the contract is concluded. Please refer to the definition list in the Requirements Specification. This tender concerns 10 concession contracts (partial contracts) for the establishment and operation of charging stations for the Municipality of Frederiksberg. The charging stations must be able to deliver an output power of 22 kW (partial contract 1-8) and min. 50 kW (partial contract 9-10) respectively – both types must be able to handle load sharing. In Frederiksberg Municipality, charging infrastructure has already been established, ensuring broad geographical coverage. However, the need for additional charging infrastructure is continuously increasing as the share of electric cars increases, and the charging infrastructure must be expanded in order to achieve the political objectives. The majority of the existing charging infrastructure has been established with a five-year permit based on Section 80 of the Roads Act before the AFI Act. As these expire, they will be put out to competition in accordance with the AFI Act and this tender is, among other things, an expression of this. In addition, 39 new locations are also being offered where there are no charging stations today. Of the 39 new locations, fast chargers (min 50 kW) must be established at 4 of these locations. An overview of the locations, including information on whether they are existing or new locations, is provided in the tender documents. The tenderer may choose to submit a tender for one, several or all sub-contracts. If tenders are submitted for several sub-contracts, the tenderer must state the order of priority in the tender list. Only tenders that achieve a minimum score of 5 for "Design/aesthetics" will be awarded the contract. This means that tenders that do not meet this requirement will be excluded from the evaluation and will therefore not be taken into account. A tenderer may be awarded a maximum of three sub-contracts among sub-contracts 1-8 and a maximum of one sub-contract among sub-contracts 9-10. The operators with whom the municipality enters into a contract obtain the right and obligation to act as an operator of charging points and provider of charging services to end users. The tender is carried out in accordance with. Directive 2014/23/EU of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts (the Concession Directive) as implemented by BEK no. 1080 of 29/06/2022, and is carried out as a public tender. The annual concession fee during the contract period for the individual lot is determined on the basis of the concession fee offered by the supplier. The concession contracts offered shall enter into force and have a duration as follows: • Lot 1-5: shall enter into force on 1 January 2026 and shall run until 31 December 2035 • Lot 6-8: shall enter into force on 1 January 2027 and shall run until 31 December 2036 • Lot 9-10: shall enter into force on 1 January 2026 and shall run until 31 December 2035
